Contribution of concrete flange to shear in steel-concrete composite beams?

i have read from many journals that the concrete flange can contribute an extra 20-30% to the shear capacity of composite beams...so how come the european standards say that the shear capacity is given by the steel web's shear resistance?are they just being conservative?thanks for any future share of information
