Can a non custodial parent cut a child's hair?

Whether he's the custodial parent or not he is still their parent and has parental rights. Just as it would be if you were still married, this is something that you are have to work out as parents. If you want to be THAT controlling, try to get a court order (if you have the money to waste) and can even get one for something like that.
